Lower House Approves Bill to Abolish Civil Service Consumer Corporation

Amman, July 21 (Petra) – The Lower House of Parliament on Tuesday approved a government-backed bill to repeal the Civil Service Consumer Corporation Law, paving the way for the abolition of the Civil Service Consumer Corporation and its merger into the Military Consumer Corporation.

Under the legislation, the Military Consumer Corporation will become the legal and de facto successor to the Civil Service Consumer Corporation, assuming all its rights, obligations, assets, contracts and ongoing legal cases. The law will take effect 120 days after its publication in the Official Gazette.

Minister of Political and Parliamentary Affairs Abdul-Moneim Oudat stressed that the merger will not affect employees' rights, adding that a ministerial committee will oversee the transition to safeguard workers' rights.

Minister of State for Legal Affairs Fayyad Qudah said the Military Consumer Corporation will assume all obligations toward employees, suppliers and contractors.

The bill also provides for the formation of a committee to manage the transfer of the corporation's employees, with the Cabinet to issue instructions governing its work. Employees will retain their employment and financial rights under the Public Sector Human Resources Management System and will be transferred to the civilian employee system of the Military Consumer Corporation through legal and regulatory procedures designed to ensure continuity of employment and preserve institutional expertise.

The merger is intended to improve operational efficiency by unifying the logistical and administrative capabilities of the two corporations, streamlining purchasing, supply, storage and distribution operations, reducing costs and improving services to citizens.

The move supports the government's public sector modernization agenda by enhancing institutional efficiency, optimizing financial and human resources, and strengthening Jordan's food security system through a single entity better equipped to maintain strategic reserves and ensure the sustainable supply of basic commodities across the Kingdom.

Chairperson of the House Economy and Investment Committee Khaled Abu Hassan said the committee supported the merger after reviewing its legal, administrative and economic implications. He said the government assured lawmakers that none of the Civil Service Consumer Corporation's 1,002 employees would lose their jobs or benefits as a result of the merger.
