LTRC: New passenger transport criteria target Jordan's underserved areas

Amman, Oct. 11 (Petra) -Criteria and conditions for granting licenses and permits to provide passenger transport services in Jordan's underserved areas for 2026 will come into effect early next week, Land Transport Regulatory Commission (LTRC) announced on Sunday.
Approved by the LTRC board under Law No. 4 of 2011, the framework seeks to expand public transit access, curb illegal private taxi operations, and establish clear guidelines for operators seeking permits to service remote or low-demand regions.
Starting next week, applicants can submit requests specifying their target routes, fleet size, and vehicle types.
Under the new rules, approved operators will have 3 months to meet technical specifications before receiving one-year renewable permits. If multiple operators apply for the same route, the LTRC will evaluate applicants through a "competitive" technical review.
To qualify as an underserved area, a region must lack regular transit, face high operating costs relative to revenue, or have seen previous service invitations go unanswered.
The regulations also allow the Passenger Transport Support Fund to subsidize fares and offset operating losses in low-profit routes to ensure long-term viability.
