Constitutional Court Holds Seminar on Interpretation Methods

Amman, Nov. 5 (Petra) -- The Constitutional Court, in cooperation with the German Foundation for International Legal Cooperation (IRZ), held a two-day seminar on methods of constitutional interpretation on Tuesday and Wednesday.

Members of the court’s technical office and legal researchers took part in the seminar, titled "Methodology of Interpretation in Constitutional Judicial Practice." The court said the seminar sought to strengthen legal cooperation, share comparative experience in constitutional adjudication and develop research methods and institutional practices that support its judicial work.

Court member Maisa Baydoun and IRZ Jordan projects director Sidi Khairy opened the seminar. They stressed the importance of institutional cooperation and exchanges of legal and judicial expertise, and the role of specialized training programs in developing the research and technical capacities of staff working in constitutional justice.

The seminar aimed to deepen participants’ understanding of constitutional interpretation methods and the institutional arrangements supporting judicial work, particularly the preparation of technical studies and legal opinions.

Sessions reviewed comparative practices in constitutional interpretation, the organization of research and technical work in constitutional courts, and approaches to preparing legal studies and analyzing constitutional issues. They also examined the institutional frameworks governing technical and research units in constitutional courts.

Court member Judge Mohammad Homsi presented a paper on the development of constitutional justice in Jordan. It traced the evolution of judicial review of the constitutionality of laws and regulations through to the establishment of the Constitutional Court, and covered its jurisdiction, procedures and role in upholding the supremacy of the Constitution, safeguarding its provisions and strengthening the rule of law.

Saddam Abu Azzam, Director of the Court’s Technical Office, presented a paper on the office’s institutional framework and procedures. He also covered its methodologies for preparing technical studies and legal opinions, and the stages of constitutional research and analysis, emphasizing accuracy, objectivity and methodological consistency in addressing constitutional issues.

Participants also exchanged views with German constitutional justice experts on best practices in preparing constitutional law studies and linking legal theory with judicial practice. Discussions addressed institutional approaches to legal research and analysis grounded in sound legal reasoning and informed by case law and comparative constitutional experience.

The court said the seminar formed part of its efforts to strengthen cooperation with international legal institutions, develop its staff’s research capabilities and improve the technical and legal work supporting its mandate to uphold constitutional supremacy and the rule of law.
