Digital Economy Ministry Reports Major Progress in Digital Transformation, Innovation

Amman, Nov. 2 (Petra) -- The Ministry of Digital Economy and Entrepreneurship has reported significant progress over the past year in advancing Jordan’s digital transformation, innovation ecosystem, and e-government services, according to a report issued by the Ministry of Government Communications covering the period from September 2024 to September 2025.

The report highlighted the launch of the National Council for Future Technology, aimed at strengthening Jordan’s digital standing, alongside the activation of 1.8 million digital IDs and the rollout of more than 500 e-services through the SANAD application. The ministry also launched the pilot phase of the e-passport service, activated electronic gates, and achieved the digitalization of over 80% of government services.

In infrastructure, Jordan linked with Egypt through the Coral Bridge submarine cable, provided additional internet capacity to Syria, and implemented a national e-invoicing system. It also launched the Open Government Data Platform, featuring around 3,800 datasets, and established the Jordan Digital Health Center to enhance digital infrastructure and expand smart public services.

The ministry trained 4,462 young people in digital skills and 3,000 public-sector employees in artificial intelligence technologies. Under the Qissat Tech initiative, 226 female ICT graduates received specialized training, complemented by advanced programs such as AWS Cloud, On-the-Job Training, and JoCodes.

Government service centers recorded 1.65 million visitors and processed 4 million transactions, offering 207 services across 35 institutions. Nine centers now operate until midnight, while the airport center functions 24 hours a day, achieving 98% citizen satisfaction.

Among its flagship initiatives, the ministry launched the Entrepreneurship Hackathon, attracting 760 participants and incubating 100 innovative ideas. Jordan also inaugurated the Virtual Hospital (Digital Health Center), launched the Best Public Sector Success Story Award during the Mulhim Summit 2025, and assumed the presidency of the Digital Cooperation Organization (DCO) for 2025.

Connectivity efforts extended fiber-optic infrastructure to 659 government sites, while digital literacy was incorporated into national school curricula.

In support of entrepreneurship, the ministry backed 380 startups, incubated 100 new business ideas, and supported 85 startups under the Youth, Technology and Jobs Project. It also introduced the Kheirat Al-Dar platform for home-based businesses and established entrepreneurship networks in northern and southern regions.

New strategic frameworks launched this year include the Crown Prince Award for Best Government Application (5th Edition), the National Strategy for Future Stations, and the Jordanian Policy for Digital Inclusion and Blockchain. The government also approved the Data Protection Unit Regulation 2025, launched the E-Sports Strategy, and delivered digital-skills training in 146 schools.

Jordan has achieved notable progress across several global competitiveness and innovation indices, reflecting the country’s steady advancement in digital transformation and economic modernization. The E-Government Development Index improved to 89th place, up from 117th in 2020, while the E-Participation Index climbed to 70th, compared to 148th in the same year.

The Kingdom also advanced to 65th place in the Global Innovation Index, up from 73rd in 2024, and ranked 88th in the Global Knowledge Index, improving from 97th in 2023. Additionally, the Kingdom secured the 49th position worldwide in the AI Readiness Index and rose to 18th place in the National Entrepreneurship Context Index, moving up two spots from 2023, underscoring its growing digital readiness and innovation-driven economic performance.

The ministry led nationwide media and awareness campaigns promoting the SANAD app, Crown Prince Award, Kheirat Al-Dar, and e-passport, alongside initiatives supporting e-sports and digital inclusion.

Over the past year, more than 200 field visits and events were carried out, including the opening of new government service centers in Ma’an, Jerash, Madaba, Karak, and Aqaba, expanding citizen access to digital services across the Kingdom.
