Amman, July 28 (Petra) -- Jordan recorded a significant improvement in the 2025 Government Electronic and Mobile Services Maturity Index (GEMS), with its score rising to 71 percent from 63 percent in 2024, marking an eight-percentage-point increase in a single year and the Kingdom's highest performance in the past four years.

According to a statement issued Tuesday by the Ministry of Digital Economy and Entrepreneurship, the strong performance reflects the accelerated development of digital government services and their advancement toward higher levels of integration, efficiency and reliability, contributing to simpler procedures, an enhanced user experience and easier access to government services for citizens and businesses.

The index, published by the United Nations Economic and Social Commission for Western Asia (ESCWA), showed Jordan's score improving from 59 percent in 2022 to 64 percent in 2023, before registering 63 percent in 2024 and climbing to 71 percent in 2025.

The ministry noted that Jordan not only achieved its highest score over the four-year period, but also recorded in 2025 alone an increase exceeding the total gains made between 2022 and 2024. Overall, the Kingdom's score has improved by 12 percentage points since 2022.

The report classified Jordan among countries with an "advanced" level of digital government services maturity, reflecting the growing impact of national digital transformation initiatives, government process reengineering and strengthened interoperability and data exchange among public institutions.

Minister of Digital Economy and Entrepreneurship Sami Smeirat said the substantial progress achieved within a single year reflects the accelerated implementation of Jordan's digital transformation agenda and supports the Royal directives and the Economic Modernization Vision, which aim to enhance the competitiveness of the national economy, improve government efficiency and deliver high-quality, user-centered public services.

He said the Kingdom's eight-percentage-point improvement and highest score in four years demonstrate that efforts to modernize digital government services are translating into tangible progress in service maturity, integration and quality.

Smeirat said government digital transformation now extends beyond simply making services available online to redesigning the user journey, streamlining procedures and requirements, strengthening interoperability among government entities, expanding the use of digital identity, and enhancing security, reliability and service continuity.

He added that the achievement reflects the integrated efforts of the Ministry of Digital Economy and Entrepreneurship, government institutions and national teams. The next phase, he said, will focus on expanding services through the Sanad application and government digital platforms, increasing integrated and proactive services, and leveraging emerging technologies to further improve the user experience.

Jordan recorded strong results across several service maturity indicators, including 97 percent for interoperability among government institutions, reflecting significant progress in systems integration and data exchange.

The Kingdom also scored 95 percent for the development of services provided through government portals and 95 percent for the availability of open government data, while recording 91 percent for service continuity across digital channels.

Jordan achieved 89 percent for the security of digital channels and 80 percent for access to services using digital identity, highlighting continued progress in establishing a secure, integrated and reliable digital government ecosystem.

Across the index's main pillars, Jordan scored 72 percent in service availability and development, 65 percent in service usage and user satisfaction, and its highest score of 82 percent in public outreach, earning a "very advanced" digital maturity rating in that category.

The ministry said the public outreach result reflects improved efforts to promote digital government services, strengthen communication and support channels, and enable users to access and benefit from government services more easily.

Jordan's assessment covered 99 government services delivered by 41 public institutions, representing a broad range of services provided to individuals and businesses. The evaluation covered 99 of the 100 priority services adopted by the index to measure digital government services maturity across Arab countries.

The ministry said the latest results mark an important milestone in Jordan's government services modernization efforts and provide momentum to continue building an integrated digital ecosystem that delivers more efficient, accessible and higher-quality services while saving citizens time and effort and enhancing government performance.
