Lower House approves 9 new articles of draft Education Law

Amman, April 7 (Petra) - The Lower House of Representatives approved 9 new articles in the 2026 Education and Human Resources Development Draft Law, out of a total of 29 articles.

The House also voted by majority to amend the vote regarding Article 2.

During a session held Tuesday, chaired by Speaker Mazen Qadi, and attended by Prime Minister Dr. Jaafar Hassan and Cabinet members, the House approved Articles 3 through 11 by a majority vote.

The House had approved Article 2 of the draft law in a session held Monday, which lasted approximately three and a half hours.

On Sunday, the House also passed Article 1 in a session that lasted three hours and fifteen minutes.

At the beginning of the session, MPs Ayatollah Freihat and Nimer Sulaihat requested for re-debating Article 2 to rectify an "error that occured in the vote on one of the definitions contained therein." The two MPs added: "The lawmakers wanted to vote on the definition of specialized professions, but voted on the definition of administrative professions instead, which aimed to grant the teacher's allowance for this group," stressing "the necessity of amending the vote to tackle specialized professions".

For his part, Minister of Education and Minister of Higher Education and Scientific Research, Azmi Mahafzeh, said, "Specialized professions in the Ministry of Education already receive the teacher's allowance," adding: "Specialized professions include all categories with direct specialization in the teaching profession working in schools." Mahafzeh remarked: "The number of ministry employees who receive the teacher's allowance at 100% is 97,388, and others who receive the allowance but whose job title is non-teacher is 14,267." Then, the House voted, by majority, to amend the vote regarding this article.
