Amman, July 12 (Petra) – Minister of Water and Irrigation Raed Abu Saud said the ministry has developed an "integrated" performance-indicator system, comprising nearly 6,000 indicators aligned with the water sector’s human resources structure, which includes more than 1,000 organizational units.
In a statement Sunday, Abu Saud said the system is part of efforts to implement the government’s plan to improve public services, enhance efficiency of the water sector, and raise service quality across the Kingdom.
He said the water sector and its institutions were at the forefront of government entities to commit to the institutional performance development program, in cooperation with a specialized consulting firm.
On its scope, he noted the program features performance indicators covering all organizational units, from senior leadership to third-category employees.
Abu Saud said the ministry adopted a business analysis and modeling methodology designed to streamline procedures and accelerate transaction processing through business reengineering, rather than limiting reforms to procedural engineering.
To ensure feasibility, he stated the indicators were reviewed with the Ministry of Public Sector Development, which advised further circulating this package "more broadly" for its impact on improving services, strengthening trust, transparency, and accountability, rewarding excellence, and addressing shortcomings.
Abu Saud said implementing the system will accelerate work, help identify future initiatives and projects, and align with the Public Sector Modernization Roadmap and the Economic Modernization Vision, adding that this step would also strengthen commitment to national integrity principles.
He noted that business modeling begins with redefining and identifying services across the sector, followed by modeling procedures, tasks, and responsibilities, as well as identifying service delivery locations, resources, and assets used in both operational and support services.
This approach, he said, provides a foundation for an integrated governance system that supports data-driven decision-making and establishes modern, results-based management.
Abu Saud praised efforts across the water sector to ensure the success of institutional transformation. He stressed the importance of continuing to measure performance accurately and anticipate challenges by developing a risk-indicator system to ensure service continuity and the sustainability of human and financial resources.
He also called for accelerating service digitization and the development of technical systems, including the national SCADA program.
Abu Saud said building a water sector based on "clear" performance standards and "sound" risk management reflects a commitment to national integrity and supports comprehensive reform toward more efficient and sustainable services.
