On International Widows Day, NAF highlights social protection for 33,000 Jordanian widows

Amman, June 23 (Petra) -- The international community observed International Widows Day on Tuesday, June 23, a global day ratified by the United Nations General Assembly in 2010 to address the structural vulnerabilities and dual socioeconomic hardships faced by millions of women worldwide following the loss of their spouses.

UN metrics indicate that globally, over 258 million widows support an estimated 585 million children. A significant portion of this demographic remains statistically invisible, unsupported, and unmeasured within national social safety nets, with nearly half of the global widow population living in extreme poverty.

In Jordan, the global reality mirrors the localized economic and social vulnerabilities faced by widows.

Khitam Shneikat, Director-General of the National Aid Fund (NAF), disclosed that the number of widowed beneficiaries enrolled in NAF’s comprehensive social protection initiatives has reached 33,372. This segment constitutes 15.1 percent of the total 221,000 widows residing in the Kingdom, according to the Higher Population Council, and accounts for approximately 3.2 percent of the 248,000 households receiving financial aid nationwide.

Shneikat told the Jordan News Agency (Petra) that widows are prioritized within the fund’s strict targeting frameworks, as the loss of a primary breadwinner poses significant structural shocks to household stability.

She outlined that the NAF extends an integrated package of social assistance and economic empowerment tools. This includes recurrent cash assistance through monthly financial transfers delivered via digital payment channels to guarantee a baseline income for vulnerable households, alongside rapid-response emergency financial aid designed to mitigate sudden livelihood shocks stemming from the death of a spouse.

The NAF also provides "Cash Plus" integrated care, which includes direct material and social aid programs implemented alongside civil society and private sector partners, offering seasonal assistance, food vouchers, school supplies, healthcare access, and targeted instructional referrals. Furthermore, the fund supports 6,448 orphan-headed households, encompassing approximately 30,000 orphans, to facilitate educational enrollment and social integration.

Shneikat emphasized that between 2024 and mid-2026, the fund successfully enrolled 252 capable widows in vocational and technical training pathways linked directly to employment placement. This intervention aligns with the targets of Jordan’s updated National Social Protection Strategy and the Economic Modernization Vision, shifting the programmatic paradigm from direct humanitarian relief to independent economic productivity.

Maysa Al-Rawashdeh, Professor of Sociology at the University of Jordan, stated that International Widows Day serves to focus legislative, media, and civic attention on the multi-tiered economic, legal, and social hurdles confronting widows, especially those with dependent children. Al-Rawashdeh stressed the necessity of reforming societal stereotypes that view widows merely as passive aid recipients rather than active, capable development partners. She highlighted the role of social workers in evaluating psychological, financial, and legal vulnerabilities, pointing to specific strategic requirements to elevate domestic protection frameworks.

To strengthen these frameworks, Al-Rawashdeh called for enacting robust statutory mechanisms to secure inheritance rights and shelter women from communal pressures to relinquish inherited capital or property, supported by free or subsidized legal aid services.

She also emphasized the need for establishing targeted low-income housing schemes and soft-loan financing options tailored for widowed heads of households, broadening state healthcare and social security frameworks to encompass a wider segment of uninsured widows, and boosting female workforce participation and entrepreneurship via micro-loans, technical capacity building, and accessible childcare infrastructure.

Al-Rawashdeh concluded that safeguarding the livelihoods of widows requires an institutional matrix that binds state organizations, non-governmental organizations, and private sector corporate entities to ensure inclusive social and economic integration.
