Lower House Approves Professional Work Regulation Law to Organize Vocational Labor Market

Amman, July 26 (Petra) – The Lower House of Parliament on Sunday approved the 2026 Professional Work Regulation Law, which aims to regulate the vocational and technical labor market by establishing a licensing system for professional workers, training providers, and vocational programs.

The law requires graduates of vocational training institutions to obtain professional practice licenses before entering the labor market, while also requiring vocational training providers and trainers to obtain accreditation and licenses from the Ministry of Labor.

The legislation seeks to improve the quality of vocational skills, enhance oversight of training programs and professional examinations, and ensure that workers possess the qualifications needed to compete in local and regional markets.

It also establishes a national database for professional practice and training provider licenses, as well as a bank of professional and technical examinations developed in coordination with relevant public and private sector entities.

The law allows workers whose license applications are rejected, or whose licenses are suspended or revoked, to appeal decisions before a specialized appeals committee formed by the Ministry of Labor.

The government stressed that the legislation is not intended to generate revenue through licensing fees, but rather to organize professions, support workforce development, and improve labor market conditions. It also confirmed that applicants for professional licenses, renewals, and related examinations will be exempted from fees through regulations issued under the law.

The law replaces the 2019 Professional Work Regulation Law and grants existing training providers and licensed professionals a one-year period to align their status with the new provisions.
