Turning Waste into Wealth: Jordan’s 2050 Circular Roadmap Confronts Resource Scarcity

AMMAN, Oct. 31 (Petra) – For decades, Jordan’s traditional economic pattern followed a rigid linear path: extract scarce resources, consume them, and discard the residue into expanding landfills. Today, a decisive policy pivot is shifting that paradigm from consumption to creation, turning environmental liabilities into economic assets.

With the Cabinet's recent endorsement of the National Circular Economy Roadmap through 2050, the Kingdom is establishing a long-term framework to redefine its relationship with energy, water, and raw materials. Formulated by the Ministry of Environment alongside the Ministry of Industry, Trade, and Supply and the Royal Scientific Society (RSS), the strategy embeds circularity into the core of Jordan's Economic Modernization Vision.

Jordan’s structural economic vulnerabilities–acute water scarcity, heavy reliance on energy imports, and mounting municipal waste–demand unconventional solutions. Rather than treating waste as a burden, the circular economy model keeps materials, products, and components at their highest utility and value for as long as possible.

Environmental and economic experts view the framework not merely as an environmental safeguard, but as a catalyst for industrial competitiveness and green job creation across five core sectors: agriculture, food manufacturing, mining, construction, and tourism.

The blueprint builds upon proven local success stories. At the Ghabawi Landfill east of Amman, biogas captured from decomposing organic waste is already converted into electricity, providing a tangible model for emissions reduction and municipal cost savings.

Omar Al-Shoushan, President of the Union of Environmental NGOs, notes that scaling such initiatives requires translating high-level policy into bankable, real-world investments. He emphasizes enforcing existing legal structures–specifically Waste Management Law No. 16 of 2020–while introducing targeted financial incentives for private enterprises engaged in recycling and material recovery.

Al-Shoushan points out that pilot initiatives in the governorates, such as source-sorting organic waste for compost and energy production, can be expanded through technical partnerships with international institutions like the European Union and the European Bank for Reconstruction and Development (EBRD).

The strategy hinges on cross-sector integration. Dr. Duraid Mahasneh, Chairman of the Edama Association for Energy, Water, and Environment, stresses that deploying low-cost renewable energy to power water extraction, desalination, and conveyance creates a direct economic multiplier. Affordable energy and water inputs enable farmers to adopt high-value, water-efficient crops while reducing operational overheads across the logistics and transport sectors.

In manufacturing, the roadmap promotes "industrial symbiosis"–a system where one factory's waste output becomes another facility's raw input. Sustainable economy expert Mohammad Asfour highlights emerging commercial opportunities, including converting olive pomace and agricultural residue into bio-fertilizers, recycling construction debris, and instituting Extended Producer Responsibility (EPR) regulations that require manufacturers to manage post-consumer product recovery.

These industrial measures align directly with national targets, including the strategic goal to reduce food loss and waste by 50 percent by 2030 under the National Food Security Strategy.

By embedding circular principles into public procurement, fostering public-private partnerships, and encouraging sustainable consumer habits, Jordan is positioning sustainability as a fundamental driver of national economic resilience. As implementation begins across the governorates, the 2050 roadmap offers a clear path toward balancing ecological preservation with long-term industrial growth.
