Amman, July 20 (Petra) – The Ministry of Public Works and Housing said that its Laboratories and Quality Control Directorate detected 535 samples that did not meet technical specifications out of 2,289 samples tested in road and building projects during 2025, accounting for 23.4% of the total.
The ministry said all materials and samples that fail to meet technical requirements are handled through approved control procedures, ensuring they are not used in projects unless corrective measures are completed and compliance with specifications is confirmed.
In remarks to the Jordan News Agency (Petra), the ministry explained that these procedures include officially documenting test results, notifying supervising engineers and contractors of non-compliance cases, rejecting or suspending the use of materials until they are corrected or replaced, and approving related works only after they pass the required technical tests.
The ministry said the Laboratories and Quality Control Directorate is a key component of its efforts to ensure the quality of infrastructure projects by conducting laboratory and field tests on construction materials and structural elements, verifying compliance with approved standards, and carrying out field inspections and random sampling throughout implementation stages.
It added that these measures contribute to reducing the use of non-compliant materials, limiting technical defects and structural risks, improving project quality and lifespan, and enhancing the efficiency of public spending by reducing maintenance and repair requirements.
As part of efforts to develop its operations, the ministry said it has established a specialized laboratory for testing polymer-modified asphalt mixtures (Superpave) and is working to include these tests within the scope of international accreditation under ISO/IEC 17025:2017.
The ministry is also updating testing and calibration equipment, developing technical staff, and studying the introduction of a Laboratory Information Management System (LIMS) to improve sample management and testing efficiency.
The ministry noted that the directorate continues to maintain international accreditation for construction laboratories under ISO/IEC 17025:2017 and applies the ISO 9001:2015 quality management system, while expanding accredited testing services and implementing training programs to support quality, safety, and sustainability in ministry projects.
