JNCW issues annual report on women’s achievements in 2025

Amman, March 16 (Petra) - The Jordanian National Commission for Women (JNCW) issued its annual report titled "Jordanian Women’s Achievements" for the second consecutive year, documenting the most prominent legislation, policies and strategic plans approved in 2025.
The report monitored the key achievements recorded in international indicators, political and economic participation, empowerment in leadership and decision-making positions, and the accumulation of progress in the path of supporting and empowering women and strengthening and protecting their rights guaranteed by the Jordanian constitution.
In the field of legislation, the issuance of Law No. 11 of 2025 governing the Jordanian National Commission for Women represented an important step in strengthening the legislative and institutional framework supporting women’s empowerment and protecting them from all forms of violence and discrimination, and enabling them to participate effectively in achieving sustainable national development in cooperation and coordination with government bodies, civil institutions and relevant civil society organizations.
The approval of the 2026 General Budget Law last November, which included continued monitoring of the financial allocations necessary to implement projects stemming from the National Strategy for Women in Jordan in order to improve the budget’s responsiveness to the needs of both genders, also came as a supportive step in this context.
In the field of national strategies, the updated National Social Protection Strategy for the years 2025–2033 was launched. Through its four main pillars, the strategy targets Jordanian society, men and women alike, with a focus on specific groups, including elderly men and women, victims of domestic violence, women at risk and persons with disabilities, including women. Through its four pillars – dignity, empowerment, opportunity and resilience – the strategy implicitly works to improve women’s status within the social protection system and empower them economically and socially.
According to the report, the National Cybersecurity Strategy for the years 2025–2028 was approved, aiming to secure Jordan’s cyber space by focusing on specific target groups including individuals, men and women, and providing them with support and guidance to protect their devices, information and data. It also focuses on offering advice to the business sector, particularly medium and small companies, including businesses owned and/or managed by women, in the field of digital protection.
The report noted that the Council of Ministers approved the Jordan Digital Transformation Strategy for the years 2026–2028, which includes among its objectives the digital empowerment of citizens, both men and women, and fair digital inclusion without discrimination.
In the field of political participation and decision-making positions, the "Women Leadership Qualification Programme in the Public Sector" was launched, along with the "Enhancing Youth and Women’s Participation in Political Life" programme and the executive plan for the programme "Enhancing Youth Participation in Political Life," which aims to activate the role of young men and women in political and party life in line with the political modernization vision, in addition to graduating the fourteenth cohort of the Women’s Political School Programme for 2025.
In the area of economic participation, the general framework and standards for the institutional seal supporting and empowering women in the public and private sectors were developed through a joint effort between the Ministerial Committee for Women’s Empowerment, the Jordanian National Commission for Women and the King Abdullah II Center for Excellence. Dedicated loans for women were also provided with a reduced interest rate of 2.5 percent and a grace period of up to 12 months through the Development and Employment Fund.
The report highlighted the launch of the digital platform "Khairat Al-Dar" to market home-based products and handicrafts, with the aim of facilitating the marketing and sale of products and enhancing the economic participation of women owners of productive and handicraft projects.
It also noted the establishment of the first multi-purpose agricultural cooperative for female agricultural engineers in Irbid Governorate with the aim of empowering female engineering competencies and developing the agricultural sector scientifically.
According to the report, the second round of the programme "Empowering Women in the Water Sector" was concluded, aiming to integrate women into the water industry through training and qualification to reach leadership and decision-making positions in the sector and provide professional opportunities through partnerships with government entities. A procedural and standards guide for establishing and operating home-based nurseries was also launched within the "Bokra" project to reduce the care burden on women and raise their economic participation.
In the field of social empowerment and combating violence against women, the Jordanian National Commission for Women launched a map of entities providing legal aid services in Jordan, aimed at providing a guide that facilitates women’s access to free legal assistance services across all governorates of the kingdom according to specialization. The services were also made available electronically in an interactive format on the "Learn More" platform affiliated with the commission’s website.
The National Council for Family Affairs also launched a system to automate procedures for handling domestic violence cases, aimed at improving the quality of services and the speed of response to cases and managing them electronically through linking all partner institutions involved in service provision.
With regard to international indicators, the report addressed Jordan’s performance in the 2025 Global Gender Gap Index, where Jordan’s ranking improved by one place compared with 2024.
In the Women, Business and the Law report, Jordan achieved progress globally, ranking among the six most reform-active economies worldwide in reducing legal gender gaps.
Under the section "Jordanian Women in Decision-Making Positions," the report included the most prominent positions assumed by women in 2025, including the election of the first woman as head of the Jordanian Dental Association, the appointment of a woman as district administrator for the first time in the history of the Ministry of Interior, and the appointment of a woman as director-general of the Jordan Food and Drug Administration.
