Government enacts regulation for Ministry of Education employee clubs

Amman, Sept. 10 (Petra) -- A new regulation governing staff clubs across the Ministry of Education and Human Resources Development and educational institutions was published in the latest issue of the Official Gazette.
Regulation No. 64 of 2026 was issued pursuant to Paragraph (B) of Article 14 of the Education and Human Resources Development Law No. 13 of 2026.
The legislation aims to establish an institutional, social, cultural, and educational framework for ministry employees, educators, and their families, organizing activities designed to enhance professional development and social solidarity.
Under the regulation, one or more clubs may be established in each governorate by ministerial decision upon recommendation from a designated committee. The ministry will provide, maintain, and equip suitable facilities according to available resources.
Membership is open voluntarily to Jordanian nationals currently employed by or retired from the ministry or educational institutions, including seconded staff or those on unpaid leave, provided they have no prior criminal convictions involving moral turpitude or breach of trust.
Applicants may submit requests physically or electronically, with administrative boards required to issue decisions within 10 business days. Applications receive automatic approval if no decision is rendered within the specified timeframe.
The regulation sets a one-time non-refundable application fee of JD5 and an annual subscription fee of JD12, deducted monthly at JD1 for active employees or paid annually by retirees and seconded personnel.
A "Club Affairs Committee," chaired by the ministry's secretary-general for school affairs and comprising six mid-level officials, will oversee activities, recommend administrative board appointees, approve annual plans, and propose facility investment guidelines.
General assemblies will consist of dues-paying members and meet annually in January or February to approve budgets, financial statements, and administrative reports. Extraordinary meetings may be convened by the board or through a written request signed by at least one-third of general assembly members.
Membership can be revoked for non-payment of dues for one year, intentional property damage, misuse of facilities, disruption of meetings, or moral misconduct.
Administrative boards consisting of seven members will be appointed by the minister for two-year terms, with representation guaranteed for retirees. Boards are prohibited from contacting foreign entities or organizing international trips without committee approval.
Financially, clubs will operate on a calendar-year budget subject to audit by the Audit Bureau, with 10% of facility investment revenues allocated to ministry-held trust accounts. All club funds fall under the Public Funds Collection Law.
