SSC, JCCA agree to ease financial burdens, link systems

Amman (Petra) The Social Security Corporation (SSC) and the Jordanian Construction Contractors Association (JCCA) agreed Monday to examine practical measures aimed at streamlining operations for contractors and alleviating financial burdens, particularly regarding debt settlement, asset seizures, installment plans, migrant worker coverage, and electronic database integration.

During a meeting with JCCA president and members at the association's headquarters, SSC Director General Hazim Al-Rahahleh affirmed the corporation’s commitment to collaborating with both public and private sector partners to balance the long-term sustainability of the social insurance system with supporting businesses.

Al-Rahahleh stated that the corporation has introduced measures to assist companies with debt repayment through long-term installment arrangements. He assured that the JCCA's requests would be reviewed with flexibility to deliver maximum practical benefit to contractors without compromising institutional standards.

JCCA President Fouad Al-Dweiri highlighted that social security serves as a vital safety net for workers, framing the meeting as an effort to align with royal directives promoting public-private partnership.

Al-Dweiri outlined the association’s key requests, including clear mechanisms for placing and lifting asset attachments on indebted contracting firms, limiting asset seizures strictly to the value of outstanding debts, and establishing flexible repayment schedules with interest-free installment agreements. He also requested clarifying social security coverage terms for migrant workers based on work permits, organizing awareness workshops on workplace injury reporting, and setting up an electronic platform to link data systems between both entities.

Deputy Association President Marouf Al-Ghananim said the association's board was always ready to overcome obstacles facing its members and general assembly members, helping facilitate their work and address emerging issues.

JCCA Treasurer and SSC liaison officer Rafiq Murad raised concerns over delayed asset unfreezing procedures, urging faster processing times and a review of collection fees.

Board member Ghassan Al-Marayat stressed the importance of maintaining coordination and continuous follow-up between the two sides on agreed measures to ensure their implementation and address outstanding issues.

JCCA Secretary General Sayel Al-Tarawneh called for connecting database systems directly through the association’s "Benaa" digital platform to expedite transactions and information exchange.
